Why the source change?
Actual well yield and quality, engineering recommendation, alternatives and reliability—not a general reassurance.
From water and electricity to industrial land, public money and repair. Hoquiam has its own record. Grays Harbor is the regional frame—each duty still needs its own evidence.
These questions identify the next records and responsible custodians. They are not allegations, a complete census, or claims that every question has already been sent.
The missing link is usually between an instrument, actual activity, a payment and a measured result. Missing records are not proof of concealment.
County government, incorporated cities, the PUD, the Port, state agencies and sovereign tribal governments are distinct. Geography connects them; a contract, permit, statute or recorded instrument establishes a particular duty.
| Records trail | Start here | What the record must establish |
|---|---|---|
| Landfill post-closure | County Environmental Health + Hoquiam | Permit conditions, inspections, leachate treatment and test results |
| Industrial land / tax / easements | County Assessor, Auditor and Treasurer as appropriate | Dated parcel and legal instrument; valuation and payments separated from operational control |
| Water-plan decision | Hoquiam; Ecology, DOH and funders for their decisions | Engineering basis, water-right scope, adopted amendment and project costs |
| Electricity / wheeling | PUD + Tacoma + BPA | Supply, service and reimbursement contracts; cost allocation and settlements |
| Flood funding | City sponsors + state/FEMA + County for County-held agreements | Executed grant, matching-fund obligations, procurement and completed benefits |
| Ocean Shores river-right trail | Ocean Shores + Ecology; County historical planning records | Original instrument and extensions, current legal status and actual metered use |
| Port / industrial leases | Port records office | Specific tenant, operating company, utilities and lease obligations |
Inclusion identifies a documented role or a labeled records lead. It does not assign guilt or every project consequence to that party.
Council Chambers, City Hall, 609 8th Street, Hoquiam. The notice describes an informational customer meeting and possible adoption at 7 p.m. Pacific. Verify agenda, speaking rules and written-comment arrangements with City administration.
Actual well yield and quality, engineering recommendation, alternatives and reliability—not a general reassurance.
Authorized and actual withdrawal, seasonal rules, fish passage, sediment and revised restoration commitments.
Already-spent costs, signed grants, borrowing, household/industrial allocation, energy and long-term maintenance.
The landfill and separate lumber-site No Further Action decisions, documented prior remediation, possible wider public benefits, and contractual reimbursements must be preserved. Neither a grant nor a cleanup duty establishes missing money. Neither a contaminated downstream site nor a historical water-right listing establishes contamination of today’s drinking-water source.
This pass broadens the investigation and reviews selected primary documents. It is not every industrial operator, permit, parcel, mineral sale, water right or financial transaction in the County. Current lab-data validation, title examination, accounting and causal environmental assessment remain open. No individual medical claims or private-property linkage is inferred.
Applied to the evidence and reasoning in this version; independent technical review remains pending. A framework is a discipline for correction, not a score that proves guilt or innocence.
Ask for original instruments, actual activity, receipts and measured outcomes. Keep competing explanations visible. Future outreach should separate Hoquiam’s meeting questions, Aberdeen’s water accounts, County-held duties, PUD cost allocation and Ocean Shores’ current rights. No recurring research, sending or automatic public refresh is enabled.
